Emmitt Tatum said his little sister is the last person he would ever think would be killed with a gun.

Tiffffany Parchment was the clown in the family, cracking jokes, constantly smiling, always the life of the party. “I don’t get it,” he said. West Palm Beach police identifified Parchment, 28, as the woman who was shot and killed Sunday in the 700 block of Fifth Street near North Sapodilla Avenue around 11 p.m. Anthony T. Garrett, 38, was also shot but has been released from the hospital, according to police. WPTV NewsChannel 5 reported Parchment and Garrett were dating.

Police have not identifified suspects or motive.

Tatum, who lives in Texas, said when he got the call from a friend at the hospital and heard his mother crying in the background he knew his sister was gone.

“She’s the last person I thought this could happen to,” he said.

The 32-year-old said Parchment, his only sister, was a straight-A student when she lived in Jupiter with him and their other brother.

“There are so many (memories,)” he said. “(She was) always full of life.”

Terry Smith, Parchment’s cousin, said she was one of the best people she knew.

“She was one of the sweetest, most kind-hearted girls that ever lived!” she wrote in a Facebook message.

Parchment is the 47th homicide in Palm Beach County this year, according to a Palm Beach Post database. Parchment is the eighth homicide in West Palm Beach in 2015, which now has the most homicides of any city in the county, according to the database.
