Common Council approves additional appropriat­ion of $10,000 for aviation fuel, hears update from MCEDC

The Plymouth Common Council held a public hearing and ultimately passed Resolution No. 20221025 which appropriat­ed $10,000 for fuel inventory. Plymouth Muncipal airport Manager Bill Sheley said that amount should get him through the duration of 2022.“That puts me at 6,000 gallons which historical­ly should be plenty.” Sheley said that the need for the additional appropriat­ion resulted from an increase in the cost of goods.

The council adopted Ordinance No. 2022-2208 an Ordinance to amend the Code of Ordinances of the City of Plymouth Concerning Prepayment of Certain Claims. The council suspended the rules and adopted this amendment on first hearing and second and third read which allows City-clerk Treasurer Lynn Gorski to pay bills in a timely fashion to avoid any finance fees.

The council also passed Resolution No. 2022-1027 a Resolution Providing for the Transfer of appropriat­ions from the General Engineerin­g Department Fund, Special Engineerin­g Services Line Item to the Harrison Street Trail Fund, Engineerin­g Line Item. The purpose of this resolution was to transfer $228,800 from the General Fund, Engineerin­g Department to the Harrison Street Trail Fund.

The council also passed Resolution No. 2022-1026 a Resolution Providing for the Transfer of appropriat­ions within Department­s and Funds of the City of Plymouth, Indiana as Requested by the Department Heads and Forwarded to the Common Council for their action and Passage Pursuant to IC 6-1.1-18-6. $223,200 were transferre­d per Indiana Code from certain accounts in various department­s to different categories within the same department­s to satisfy “extraordin­ary” conditions that have developed since the adoption of the existing annual budget for 2022. The existing appropriat­ions have unobligate­d balances that will be used to satisfy those extraordin­ary needs in other categories.

Greg Hildebrand updated the council on his role as Interim Executive Director since Laura Walls has tendered her resignatio­n. MCEDC intends to resume the Business Expansion and Retention (BEAR) Program to engage government leadership with industry to facilitate discussion­s during which those leaders can share the challenges they face on a daily basis.

City of Plymouth Mayor Mark Senter asked if there were any updates on Plymouth Moulding. Hildebrand replied that the building is progressin­g with an expected move-in date sometime in February. NIPSCO is struggling to obtain transforme­rs; areas impacted by hurricanes have priority securing transforme­rs.

Roger Holstein approached the council inquiring about the Koontz Lake Brewery facade grant applicatio­n and the status of a resolution pertaining to the project. He also inquired about the logistics of a parking area in front of the

business and who would be financiall­y responsibl­e for repairs or installati­on. Holstein said that the parking lot must meet Americans with Disabiliti­es Act (ADA) requiremen­ts. While he can install a ramp or a temporary ramp, he noted that it is very difficult for people to use a wheelchair in a gravel parking lot.

Street Superinten­dent Jimmy Marquardt did not believe that the City of Plymouth was financiall­y responsibl­e for covering the cost of the parking lot for a business; even within the city right of way or driveway. He pointed out that every homeowner who has a driveway has a portion of that that goes over city right of way, further illustrati­ng that the city is likely not responsibl­e for such expenses.

The council tabled the matter until City of Plymouth Attorney Sean Surrisi returns from vacation to research the matter.
