Choking: Daniel E. Chaplin, 47, of Troy, was arrested at 3:27 a.m. May 18and charged with criminal obstruction of breathing, fourth-degree criminal mischief, second-degree harassment and endangering the welfare of a child. Unlawfully discharging: Rasaan S. Gourrier, 23, of Troy, was arrested at 8:09a.m. May 18and charged with unlawfully discharging, fourth-degree criminal mischief and first-degree reckless endangerment. Unlicensed driving: Heidi M. Hubbard, 28, of Stillwater, was arrested at 8:46a.m. May 18 and charged with third-degree aggravated unlicensed operation.

Child endangerment: Josephine Concepcion, 54, of Troy, was arrested at 1:03p.m. May 19and charged with endangering the welfare of a child and two counts of second-degree harassment.
