Zachary Sweet, 19, of 54 Tyler Lake Heights, Torrington, and Alex Farrell, 19, of 229 Heights Drive, Torrington, were arrested March 7, according to police.
According to a police report, officers were dispatched to Klug Hill Road at 9:07 p.m. to respond to a reported civil disturbance.
“The complainant stated two young, white males driving a vehicle... had detonated firecrackers in two of his mailboxes,” wrote Torrington police in the report. “The complainant also stated the operator of the vehicle had struck his vehicle, and his person, once he had confronted the suspects.”
The driver of the vehicle left the scene without providing his name, information, or reporting the accident to police, according to the complainant.
The vehicle was registered to 229 Heights Drive, and an officer located the vehicle there.
“The operator of the vehicle was positively identified as Alex Farrell... and the passenger as Zachary Sweet,” wrote the officer. “Farrell stated he was driving Sweet on Klug Hill Road where Sweet had been detonating firecrackers in mailboxes. Farrell stated he believes he may have struck the (complainant’s) vehicle and that he had left the scene of the accident... Sweet stated he had been a passenger in Farrell’s vehicle on Klug Hill Road where he had been detonating firecrackers in mailboxes.”
An officer said he had observed damage on the car driven by Farrell which fit what was reported by the complainant.
Farrell was charged with evading responsibility — motor vehicle and seconddegree breach of peace, according to police, while Sweet was charged with illegal possession of exploding fireworks and seconddegree breach of peace.
Both Farrell and Sweet were released on a promise to appear and scheduled to appear in Bantam Superior Court on March 20, according to police.
