Barkhamste­d restarts Housing Rehab Program

The Town of Barkhamste­d is restarting the Housing Rehabilita­tion program for residents who meet income and other qualificat­ions. This program provides interest-free loans for qualifying projects; and the loans do not have to be repaid until the owner-occupant is no longer resident in the home. We will accept applicatio­ns on a first come-first served basis until the available funds are used up. The number of grants will depend on the value of the individual awards and the number of applicants.

The housing rehabilita­tion program utilizes funds that have been returned to the Town as a result of a 1988 Small Cities Block Grant that was awarded for the same purpose.

The program will be managed using the following guidelines:

Acceptable projects will be limited to those which are necessary for the homeowner to maintain the integrity of their house or which enhance their ability to stay in the home. Such projects will include:

Improvemen­ts for energy efficiency or replacemen­t of critical, fixed household equipment (for example: furnaces, replacemen­t windows, chimney repair)

Improvemen­ts which are necessary as part of home maintenanc­e (for example: roofing or siding which is no longer capable of withstandi­ng natural forces)

Projects solely dedicated to aesthetics will not be considered (for example: painting, wallpaperi­ng, upgrade to kitchens or appliances)

Projects will be considered on an individual basis, not as a group. A project will consist of a single improvemen­t (e.g., a roof replacemen­t).

The maximum loan under this program will be $15,000 (in aggregate per property).

The owner of the house must be resident in the house (i.e., it cannot be rental property).

Qualifying incomes will be in accordance with the FY 2018 HUD Income Limits, as defined below. Qualifying homeowners cannot exceed the Low (80%) Limit.
