City homeowners can apply for block grant funding
TORRINGTON – The Small Cities Community Development Block Grant Program is available to Torrington home owners, according to Mayor Elinor Carbone.
Torrington applied for and was awarded a $400,000 grant from the U.S. Department of Housing & Urban Development, to fund the Small Cities Community Development Block Grant Program.
The grant program ends in November.
“It is a great opportunity for residents, who qualify, to make necessary repairs or improvements to their homes without having to make a monthly payment,” Carbone said in a statement. “Program participants are not required to pay back the loan until transfer of title of home. Please share this information with family, friends and neighbors who might be able to take advantage of this program.”
According to the statement, the funds are available for use as deferred, zero percent interest loans to income eligible residential property owners for housing rehabilitation projects. The mission of the rehabilitation program is to serve as many candidates with limited resources and to focus on health and safety improvements to the homes of low and moderate-income residents.
Eligible repairs include, but are not limited to, roof, window or siding replacement; electrical and heating system upgrades; septic system repair; handicap accessibility; lead paint removal.
“The City of Torrington is very fortunate to receive this grant. We recognize that there is a need for a housing rehabilitation program in Torrington and we are grateful for the opportunity to bring those resources to our residents and property owners to improve their homes, to preserve and protect their investment, and provide a safe comfortable living environment,” said Carbone.
