TORRINGTON — The city’s American Rescue Plan Act committee is distributing more funding to local businesses in the third round of grants from the city’s $10.074 million federal allotment, to be used for improvements from signs to heating and air-conditioning systems to sidewalk repairs and more.
The committee, using a Facade and Building Improvement grant program, announced the following recipients, the amount of the grant, and what the applicant plans to do with the money. Facade and building improvement grants require a match of up to $25,000, the same amount of the grant.
Torrington will reimburse up to half of the project’s expenses. Each application was considered using requirements set by the committee, which was directed by the treasury department’s own criteria, according to members.
A total of 16 applications were received, with requests totaling $177,659. Of that amount, the committee approved $74,192 among:
• 34 Wilson Ave., Zak Ritchie, Maria Seymour Brooker Memorial. Replace perimeter fence, $14,728.
• 59 Barber St., Charles DeVito, The Outlet for the Arts. Repaint exterior of building, $8,508.
• 192 Main St., Mark McEachern, Torrington Historical Society. Exterior painting, lawn repair, and repair of flagstone walkway, $12,857.
• 15 Water St. Judith McElhone, Five Points Annex. Exterior painting, $910.
• 214 E. Elm St., Francis Wright, Berkshire Environmental Services & Technology, LLC. Upgrade to energy-efficient HVAC system, $10,941.
• 48 Main Street, Matthew Cipriano, Sasso’s Coal Fired Pizza. Space expansion with new ADA bathrooms, front windows, and door renovations, $25,000.
The committee also granted conditional approval for grants totaling $89,754, “based on the merits of the application; however, a second quote is required before the final grant amount is approved,” the committee wrote in a statement. “Note: For all grants, the final grant amount dispersed is based on the reimbursement rate of the actual amount paid or the approved grant amount, whichever is the lowest.”
Those grants include:
• 104 Main St., Vincent Cappelletti, Torrington DD Dev. Corp. Repair façade and install heating and AC system, $23,750.
• 22A Water St., Amanda Castillo, Temple Soulon. Signage, and window display, $1,582.
• 515 Main St., Kathryn Balmir, Home Angel Investors LLC. New Siding and Window replacement, $10,188.
• 25 Main St., John H. Noelke, Howards Book Store. Install Fire Alarm system on all floors, $8,250.
• 405 Migeon Ave., Tanya Dowd, Lily & Vine Floral Design. Façade, and new signage, $20,984.
• 11 Main St., Vincent Cappelletti, Torrington DD Dev. Corp. Façade, and rear repairs, $25,000.
In 2021, Torrington received $10.074 million from ARPA, to help towns and cities recover from the pandemic. The last round of grants was distributed in September.
