City to say goodbye to 3 members, hello to 4
On Tuesday, the Vacaville City Council will look very different.
Not only will three familiar faces be bidding farewell, but the council will momentarily have an extra seat.
Following the council’s switch to districts, Tuesday will simultaneously mark the end of the five-person council and the start of the new sevenperson council… although it will be operating with six members until the seat being vacated by Mitch Mashburn is filled by a special election in June.
The meeting will be split in two to mark the final meeting of the current council and the first meeting of the new one.
Council members Mashburn, Raymond Beaty and Dilenna Harris will all be leaving for different reasons:

Mashburn, who was first elected to the council in 2010, will be serving as the Solano County Board of Supervisors’ representative for District 5; Beaty, appointed to the council in 2019, was defeated in his bid to be elected in his own right; and Harris, first elected in 2008, decided not to seek a fourth term.
After the council certifies the results of the Nov. 3 election, the outgoing council members will receive proclamations, words of appreciation by their peers and members of the public and have the opportunity to deliver their final remarks to the city.
It will not be a quiet final meeting for the current council, as they will have a busy agenda before the recognition portion, all related to the filling of Mashburn’s District 2 seat. They will consider officially adopting an ordinance to shift the seat from at large to by district, repealing the ordinance to fill vacancies by appointment through a mayoral ratification process, having the special election be conducted bydistrict rather than atlarge and calling for an entirely mail-in ballot special election..
Once the outgoing council members have delivered their final remarks, an oath of office will be administered to the four recently elected council members: Roy Stockton in District 1, Michael Silva in District 3, Jason Roberts in District 5 and Jeanette Wylie in District 6. They will join Mayor Ron Rowlett and Councilman Nolan Sullivan.
After a short break, the council will reconvene at 7 p.m. with the new members seated. In this special meeting, they will nominate and select a new vice mayor and consider a new ordinance establishing campaign contribution limits in keeping with legislation set to go into effect Jan. 1 which would create a default limit of $4,900 per individual donor for municipalities that do not set their own limits.
