City Council to say goodbye to Bogue, Minnema

Bird to be sworn in as new mayor, Johnson and Hendershot as new council members

The Dixon City Council will be bidding farewell to two of its own tonight, as two new members will be joining the dais and another member will be promoted to mayor.

It will be the final meeting for Mayor Thom Bogue and Councilman Devon Minnema. Bogue was first elected to the council for a one-year term in 2010. In 2016, he was elected mayor and has been an advocate for property rights, citywide maintenanc­e and support for local businesses.

Minnema was first elected in 2016 at the age of 21 after making a name for himself as an advocate for personal freedom and limited government, ideas that he carried with him onto the council. He also was a champion of financial stability and told The Report this summer bringing a third firefighte­r onto the Fire Department’s second engine was one of his proudest accomplish­ments.

Taking the helm as mayor is Steve Bird, who was first elected to the council in 2012 after a 24-year career with the Dixon Police Department from which he retired at the rank of captain. He has spent the past year as vice mayor.

Bird is one of three new mayors in Solano County. Steve Young was recently sworn in as Benicia’s new mayor, and Robert McConnell will take the oath of office as Vallejo’s new mayor in January.

Additional­ly, the Dixon City Council will swear in two new members: Kevin Johnson and Don Hendershot, both former planning commission­ers, who will be representi­ng Districts 3 and 4 respective­ly.

Finally, the council will swear in former California Highway Patrol officer James Ward as its new treasurer. He will be taking the reins from Wesley Atkinson who was first elected in 2016.

The oath of office will be administer­ed to Bird, Hendershot, Johnson and Ward after the council certifies the election results. Among other items on agenda for

tonight include a memorandum of understand­ing between the city and Dixon Fire Profession­al Associatio­n, as well as amendments to the 2020-21 budget and Public Works Director Joe Leach’s employment agreement.

The council will have a brief recess and return with the new council seated to vote on such matters as a lease and maintenanc­e with Enterprise Fleet Management to replace city vehicles and a resolution denoting the duties of an elected and appointed city clerk.
