Council approves CalPERS amendment to contract

- By Rebecca Wasik

Vacaville Mayor John Carli declared May 21-27 “National Public Works Week” at the Vacaville City Council meeting Tuesday.

He also proclaimed May 22-28 “Building Safety Week” in the city.

The Council unanimously adopted a resolution to approve an amendment to the contract between the Board of Administration of California Public Employees' Retirement System (CalPERS) and the Vacaville City Council.

The amendment changes the current “cost share” from 1.25% to 0.50%. The total contribution from new employees remains at 8%. This will result in no change to pension benefits for employees. All impacted bargaining groups have been notified.

The Council also received a presentation by Magellan Advisors on the completion of the Broadband Master Plan.

In June 2021, Vacaville was awarded a $187,500 grant from the Economic Development Administration (EDA) to develop a Broadband Master Plan to address the unserved and underserved resident and business communities in the city.

According to Magellan Director and Project Manager Greg Laudeman, investing in municipal broadband reduces long-term costs while improving connectivity, attracts partners to invest, spurs development, uses the network to provide consumers options and allows for equitable access.

Grant funds are available to finance fiber network planning, development and construction. This is an ongoing agenda item that did not require any resolution to be passed.

Following a presentation on the fiscal year 2022-2023 General Fund third quarter update, councilmembers were asked to approve an expenditure adjustment for $50,000 for youth scholarships. This agenda item was approved unanimously by the Council.

The meeting ended with an Inclusionary Housing Study Session provided by Community Development Director Erin Morris. No action was required for this item.

The final two items on the Council's agenda, the updated Emergency Operations Plan and a discussion of a new home buyer school enrollment policy, were not discussed.

The Vacaville City Council will next meet at 6 p.m. June 13 in the City Council Chambers, 650 Merchant St.
