Frank E. Fulmer

Maj. Frank Evan Fulmer, U.S. Army (retired), of Hot Springs, passed away on Aug. 8, 2020, of complications from COVID.

He was born on Sept. 7, 1941, in Fordyce, Ark., to the late Martin Franklin Fulmer and Mary Alice Reynolds Fulmer. Frank graduated from Fordyce High School in

1959. He was a proud member of the Redbug Nation and played defensive line on one of the first football teams led by legendary coach Red Parker.

Frank attended Arkansas Tech. In 1963, he graduated with a degree in mathematics, and he was commissioned as a field artillery officer. Frank spent 21 years on active duty and he served two combat tours in Vietnam, one year in Korea and three years in Germany. During his distinguished military career, Frank was awarded many honors, including three Bronze Star Medals, the Air Medal, a Parachutists Badge and the Combat Infantryman Badge.

While attending Arkansas Tech, Frank met his soulmate, Susan Outler. The two married in

1963. Susan’s exceptional organizational skills made her an excellent Army wife. Married for 57 years, Frank and Susan created a true partnership. While stationed at Fort Sill, Okla., they welcomed daughter Shannon. Three years later, Susan welcomed Scott in Hot Springs while Frank was serving in Vietnam.

After retiring from the military, Frank worked for the Department of Defense as a civilian employee and then for the American Choral Directors Association. In 2007, Frank fully retired, and he and Susan returned to Susan’s hometown of Hot Springs. They attended Pullman Heights United Methodist Church, where Frank served as church treasurer. Frank enjoyed working on home repair and renovation projects, and he served as president of the Hot Springs Upholstery Club. He was also an active member, by adoption, of the Huntley Woods Community Wine Club.

Frank was a deeply honorable man who proudly served his country. But he was most proud of the family he created. He loved spending time with his family, and he designed and built his retirement home on Lake Hamilton with room for every one of his children, their spouses, grandchildren and his mother-in-law, Ruby Spires. Frank loved nothing more than spending time with his family on the boat, driving his beloved granddaughter, Caroline, to horse shows and enjoying his younger grandchildren, Thomas and Liberty, paddle boarding on the lake, or simply watching the sunset from the back porch surrounded by those he loved.

Frank is survived by his wife, Susan; his daughter, Shannon Cox (Kevin), of Atlanta, Ga.; son, Scott Fulmer (Ame), of Elgin, Okla.; his three grandchildren, Caroline Susannah Cox, Thomas Wayne Fulmer and Liberty Joie Fulmer; his mother-in-law, Ruby Spires; sisters-in-law, Bernice Staggs and Carolyn Fulmer; nieces and nephews.

Frank was preceded in death by his parents, his brother, James Richard Fulmer, and his grandson, Carson Wade Cox.

Funeral services are being provided by Caruth-Hale Funeral Home. Following a private family service in Hot Springs, Frank will be interred in Arlington National Cemetery.

In lieu of flowers, the family asks that donations be made to Pullman Heights United Methodist Church, 200 Pullman Ave., Hot Springs, AR 71901.

She spread her love, even more, to work a part-time job as a foster grandparent at Oaklawn Primary Elementary School.
