LR parolee arrested for alleged battery, kidnapping in HS

A Little Rock man on parole from drug charges was arrested Tuesday for allegedly attacking a Hot Springs woman and holding her prisoner in February while at her apartment for “dinner and some TV.”

Timothy Scott Nowlin, 41, was taken into custody in Little Rock and extradited to

Hot Springs shortly before 1 p.m. on felony charges of kidnapping, punishable by up to life in prison, and second-degree battery and an unrelated misdemeano­r charge of third-degree battery from an alleged incident in January involving a male victim.

Nowlin was being held on bonds totaling $251,000 from the local charges with a court date in Garland County District Court set for June 2 and a zero bond parole hold with a court date set for April 25.

According to court records, he was convicted in Ouachita County in 2018 for aggravated assault on a family or household member and sentenced to five years’ probation; in 2020 in Nevada County for possession of a controlled substance, meth, and sentenced to three years in prison, but later paroled; and on Oct. 28, 2021, in Garland County for possession of meth and sentenced to six years’ probation.

According to a probable cause affidavit, on Feb. 16, the victim, 31, filed a report with Hot Springs police alleging that on the evening of Feb. 15 she had invited an acquaintan­ce of hers, identified as Nowlin, over to her residence in Hot Springs to watch a movie.

While sitting on the sofa, she said Nowlin grabbed her hand and placed it on his privates outside his clothing prompting her to pull away and tell him “she did not want to do that.” She said he tried to do it again several times and she continued to “refuse his advances.”

She said Nowlin then punched her repeatedly in the face and arms causing “severe bruising, swelling, bleeding and a broken nose.” According to the victim, Nowlin fractured her left arm “as she was fighting him off her.”

She said Nowlin then forced her into the bathroom, taking her phone and keys from her “so she could not call for help.” He attempted to make her take a shower “to wash the blood from her face and hands” but she refused.

He then forced her back into the living room, she said, and made her sit in a chair. He allegedly told her he was not letting her go for three weeks and was going to “pimp her out.” She said he then began “praying over her” making lewd comments about things he wanted her to do which “went on for several moments.”

She said Nowlin allowed her to move back to the sofa while he sat in a chair “blocking the front door.” After an unknown amount of time, the victim states she “thought if she was nice to Nowlin he might let her go.”

She then invited him to sit on the sofa and after several hours Nowlin fell asleep, she said, and at that point she ran out the door to a neighbor’s residence “to escape from Nowlin” and call 911.

The victim told police she and Nowlin had “never been romantical­ly involved with each other” and she only knew him through a family member.

The affidavit notes the victim’s left eye was “swollen shut” and she had severe bruising on her other eye and to the rest of her face. She stated her nose was broken and her arm was fractured during the incident and she later received treatment at a local hospital. A warrant for Nowlin’s arrest was later issued.

According the misdemeano­r battery warrant, on Jan. 6, shortly before 6 p.m., police responded to the 300 block of Woodlawn Avenue regarding a battery and spoke to the male victim who had “obvious marking” on his face indicating he had been in a fight, including a black eye.

The man stated he had a friend, identified as Nowlin, at his residence on Jan. 3. He said they got into an argument and Nowlin “punched him in the nose.” The man reportedly provided documents showing he was seen by a doctor on Jan. 6 who had determined he had “an acute fracture of his nasal bone.” A warrant for Nowlin’s arrest was later issued.
