Turpin siblings probe due in June

Law firm looking into accusation that officials neglected the children

An independen­t probe into allegation­s that Riverside County neglected 13 children found shackled and malnourish­ed in a Perris home is tentativel­y set to be released in early to mid June, a county spokespers­on said Friday.

Stephen Larson’s law firm is on track to wrap up its investigat­ion by May 31, Brooke Federico said via text. The report was originally due by March 31, but delays in getting court-sealed records pushed it back to the end of May.

The county hired Larson, a retired judge, after an ABC News “20/20” report on the Turpins, who were discovered in 2018 chained to their beds and abused by their parents.

David and Louise Turpin pleaded guilty to 14 felony counts and are serving sentences of 25 years to life in state prison. After they were freed, the minor Turpin children were placed in foster care while the Public Guardian’s office looked after the adult siblings.

The ABC report raised questions about the children’s postcaptiv­ity life. Two of the adult children said they struggled to find money for food, were forced to live in bad neighborho­ods and were cast into society with few life skills or regard for their wellbeing, an assertion backed by District Attorney Mike Hestrin.

In a March update to the Board of Supervisor­s, a lawyer with Larson’s firm said investigat­ors had reviewed more than 2,600 documents and interviewe­d more than 85 people, including two Turpin siblings.
