tober, when county detectives received a CyberTipline notification, routed through the Delaware County Internet Crimes Against Children Task Force, consisting of 26 reports provided by Google regarding a user account that contained more than 500 images of “child sexual assault imagery,” according to arrest affidavit filed by Montgomery County Detective James J. Reape.

The files depicted various sexual images of children “ranging in ages from infancy through teen years,” Reape alleged in the arrest affidavit. The investigation linked the user account information to Elvin’s

Armed with a search warrant, detectives went to Elvin’s residence on Oct. 28 and seized a computer tablet, which underwent a forensic examination. Detectives allegedly located 7,366 image files “depicting children under the age of 18 engaged in sexual acts of posing naked,” according to the criminal complaint.

“Over 100 of these images were of children under the age of 13. The majority of these images and files are of babies and toddlers being sexually abused,” Reape alleged in the arrest affidavit.

The Montgomery County Detective Bureau, along with specially trained and sworn detectives from police departments countywide, routinely work
