Hendley arrested on theft, fraud charges

Council member accused along with Chesco woman of elder care fraud

NORRISTOWN >> Norristown Councilwom­an Tiffani Hendley surrendere­d to Montgomery County detectives Monday on fraud and theft charges in connection with an elder care fraud case involving a 67-year-old woman with dementia living in a Montgomery County assisted care facility.

Hendley, 47, 11 E. Elm St., Norristown, and Marlena Green, 38, 238 Tall Pines Drive, West Whiteland, Chester County, turned themselves in and were arraigned the same day, according to officials.

Acting as a power-of-attorney for the victim, who is her aunt, Green is accused of stealing money from the victim’s accounts for a 10-month period from May 2021 to March 2022.

She is accused of spending nearly $445,000 from her aunt’s accounts, making purchases for trips, designer items, bill payments, payments for an apartment in King of Prussia, as well as cash withdrawal­s, according to the criminal complaint by county detectives.

Court documents show more than a dozen charges against Green, including financial exploitati­on of an older adult or care dependent, access device fraud, dealing in proceeds of unlawful activity, theft by unlawful taking, receiving stolen property, and criminal conspiracy.

Another criminal complaint was filed Sept. 7 on behalf of the Montgomery County Detective Bureau, detailing Hendley’s alleged role, including two counts of receiving stolen property, theft by unlawful taking, criminal conspiracy to commit theft by unlawful taking, misapplica­tion of entrusted property and property of government or financial institutio­ns, and criminal conspiracy to misapply entrusted property and property of government or financial institutio­ns.

An affidavit of probable cause accused Hendley of receiving nearly $21,670 “in the form of cashier’s checks and/or Zelle payments from Marlena Green, by way of … (the victim’s) bank accounts.” Law enforcemen­t officials added that “no record could
