Charlotte Ann Wiley Frazier

May 26, 1939 – November 12, 2021

It is with heavy hearts that we said goodbye to Charlotte Ann Frazier, as she passed away peacefully at home surrounded by her loving family on November 12, 2021. Charlotte was born in Rapids City, South Dakota but her family relocated and establishe­d themselves in Billings, Montana. The hardworkin­g Wileys were proprietor­s of the Billings, Montana Coast to Coast store and Charlotte and her siblings all were taught a strong work ethic while contributi­ng to the family business, occasional­ly taking time to enjoy Montana winter activities such as skiing, making snow angels, sledding and ice skating.

Charlotte graduated from Billings High School, and attended the University of Montana. She eventually relocated to California, where she welcomed her three children, Lori, Kris and Kirk, and raised them with unconditio­nal love and devotion. In 1982, Charlotte married Donald L. Frazier and they subsequent­ly relocated to Tuolumne County, California. In 1985, they purchased Hillcrest Manor, a senior living facility. Charlotte was a life-long advocate for the elderly in both the Bay Area and in Tuolumne County. In dedicated service to her community, she served on the Tuolumne County Commission on Aging, Tuolumne County Planning Commission and Chamber of Commerce, Sonora Community Hospital Civic Advisory Board, Sonora Regional Medical Center Governing Board, Adventist Health Hospital Governing Board and Foundation Board, and the Central California Bank Advisory Board. While these Board accomplish­ments are many, her passion was the personal interactio­n she shared with seniors, from serving meals at the Sonora Senior Center to being a dedicated and caring champion on their behalf.

Charlotte and Don’s passion for travel with friends took them abroad to places such as Russia, China, Africa, Vietnam and Europe. But it was at home cooking in her kitchen that brought her immeasurab­le happiness.

Charlotte was broken-hearted when she was preceded in death by her first born, Lori Amber Barnum, with whom she had a special bond. She is survived by her loving husband Donald L. Frazier, her children Kris Barnum (Heidi) and Kirk Barnum from her marriage to Tulie M. Barnum, step- children Scott Frazier (Helena), Holly Frakes (Alfred), and her grandchild­ren whom she adored, Lauren Ross (Jake) Neil Mosunic, Chase Barnum (Shelby), Natalie Frazier, Ellie Frazier, Calvin Frakes (Rebecca), Luke Frakes and Joel Frakes. She sadly will miss the arrival of her first great grandchild, due in January, 2022.

Charlotte was such a big part of our world and lived her life with such purpose and intention. She had a life well lived and a life well loved. Friends and family are invited to attend the Memorial Services to be held on Saturday, December 18th, 2021 at 1:00 pm, at Saint Matthews Lutheran Church, 13880 Joshua Way, Sonora,

California 95370, followed by a reception to be held at

Hurst Ranch, 17415 Highway 108, Jamestown, California 95327.
