WENCHEL PERKINS CHARLIE PERKINS ROSEMARY WENCHEL Pioneer of Military Cybersecur­ity Passes The members of the Retired Firefighte­rs Associatio­n of Washington, DC, regret to announce the passing of Charlie Perkins on June 2, 2019. He was appointed on March 29, 1959. Retired August 30, 1981 from Truck #16. Mrs. Rosemary Wenchel, a pioneer in U.S. cyberspace operations for the U.S. Navy, Department of Defense, and the Department of Homeland Security, passed away on Saturday, May 11, 2019. Born in Fort Monmouth, NJ, in 1949, to Philip and Madeline Swanton, the family moved to Maryland when she was a child, where she grew up with her sister Suzan. While at the University of Maryland, she met George Wenchel, whom she wed in 1969. She spent two decades traveling the world raising their two sons before embarking on a 30year career serving our Nation as a member of the DoD Senior Executive Service and Assistant Secretary for Cybersecur­ity at DHS. In her personal life, she was well known for her beautiful peonies, azaleas and camellias, traveling with her family, and doting on her grandchild­ren. Mrs. Wenchel is survived by her loving husband, George, their son Adam and his wife Erin, their son Seth and his wife Sarah, and three grandchild­ren, Josephine, Heath, and Myles. A Memorial service will be held Christ Lutheran Church, 5101 16th St., NW, Washington, DC on Thursday, June 13 at 2 p.m. with a reception to follow. On Friday, May 31, 2019, Retired Assistant Fire Chief, Joseph Aloysius Quander, Jr. (Joe) entered into eternal life. A native Washington­ian, Joe graduated from Anacostia High School, and received a Bachelor of Science Degree in Fire Science Administra­tion from the University of the District of Columbia. He joined the District of Columbia Fire and Medical Services Department and rose through the ranks holding various positions, such as Director of the Training Academy, and Fire Marshall for the District of Columbia. After 35 years of service, he retired on January 1, 1999, at the rank of Assistant Fire Chief. Son of the late Joseph Aloysius and Estela Schmick Quander, Joe was the loving and devoted husband of the late Zandra Smith Quander. He was also preceded in death by his younger brother, Kenneth G. Quander. He is survived by his sons, Joseph III (Danielle), Troy (Ilene); his daughter, Katalina; grandchild­ren, Kenny, Lajila, Brandon, Julian, Sidney, Alexander; sisters: Rose Quander Neverdon and Katalina Quander Masembwa; a dear friend, Ann Wilson; and a host of relatives and friends. Dean was born in Breslau, Germany on February 24, 1926 and had a distinguis­hed career in the United States Foreign Service, serving as Ambassador to Cambodia, Lebanon, Denmark, Thailand and India.
