Portugal’s president refused for the second time to sign a parliament-approved bill allowing euthanasia and physician-assisted suicide, effectively shelving the legislation until a new parliament and government are chosen next year. Marcelo Rebelo de Sousa, a staunch Catholic, said further clarification is needed in “what appear to be contradictions” about the causes that justify resorting to death with medical assistance.
