A Fairfield man was arrested on charges of vehicular manslaughter and a felony hit-and-run that resulted in the death of his 2-year-old nephew, police said.

At approximately 2 p.m. Sunday afternoon, Fairfield police and fire personnel responded to reports of a collision in the 1400 block of West Texas St. Upon arrival, officers found a 2-year-old boy that had been struck by a vehicle. The boy was transported to a local hospital where he died from his injuries, police said. The boy’s identity will not be released, but police have revealed that Tellez was the victim’s uncle.

The driver — later identified as Cirilo Martinez Tellez, 32, of Fairfield — had reportedly fled the collision moments after it occurred but left his vehicle at the scene. Police took the vehicle in for evidence to help with the investigation. Based on witness statements and evidence collected at the scene, police

Tellez determined that alcohol impairment played a role.

Police said they also recovered video surveillance that captured the direction that Tellez fled. As the investigation was unfolding, but with enough evidence to indicate that a crime took place, police called upon the public through social media and community alerts to help locate Tellez.

At 6 p.m., police said Tellez returned to the scene where he was taken into custody. He was booked into the Solano County Jail on an arrest warrant, where his bail is set at $235,000. He is scheduled to appear in court Tuesday.

Police said they also plan on presenting a case to the Solano County District Attorney’s office for review to consider additional charges of murder, violating his probation and felony driving under the influence resulting in death.

The incident remains under investigation. Fairfield Police Lt. Jausiah Jacobsen said officers want to look at events that led up to the crash, including events of the previous day and if Tellez had any past alcoholrelated offenses.
