Bill Dodd’s Highway 37 toll Road fund is an honorable thought. His intentions are good.
However I know of no dedicated state fund that has not eventually been violated by the legislature. One example is the Off Hi-way Vehicle fund — which is, or was specifically for OHV purposes. Maybe a clause requiring that anyone who attempts to beg, borrow, steal or use the fund as collateral would face a firing squad within 10 days of the act. Even then, over time the ACLU would get the penalty reduced to a misdemeanor punishable by 30 minutes in the nearest Starbucks drive-thru line.
Seriously, Highway 37 traffic must be addressed, soon. A bill to design and construct a 4-lane or 6-lane roadway (maybe overhead) is in order. Instead we build water tunnels to bleed the Sacramento River?
Southern California has already drained the Colorado River for their own expansion, leaving children to play in the polluted mud puddles. Coloradans on the river banks are prohibited from drawing water from the river to water their gardens.
Left to California Legislators, 150 years from now our descendants’ children will be playing in the mud puddles of “Carquinez Canyon.” All in the name of growth.
