Bill Dodd’s High­way 37 toll Road fund is an honor­able thought. His in­ten­tions are good.

How­ever I know of no ded­i­cated state fund that has not even­tu­ally been vi­o­lated by the leg­is­la­ture. One ex­am­ple is the Off Hi-way Ve­hi­cle fund — which is, or was specif­i­cally for OHV pur­poses. Maybe a clause re­quir­ing that any­one who at­tempts to beg, bor­row, steal or use the fund as col­lat­eral would face a fir­ing squad within 10 days of the act. Even then, over time the ACLU would get the penalty re­duced to a mis­de­meanor pun­ish­able by 30 min­utes in the near­est Star­bucks drive-thru line.

Se­ri­ously, High­way 37 traf­fic must be ad­dressed, soon. A bill to de­sign and con­struct a 4-lane or 6-lane road­way (maybe over­head) is in or­der. In­stead we build wa­ter tun­nels to bleed the Sacra­mento River?

South­ern Cal­i­for­nia has al­ready drained the Colorado River for their own ex­pan­sion, leav­ing chil­dren to play in the pol­luted mud pud­dles. Coloradans on the river banks are pro­hib­ited from draw­ing wa­ter from the river to wa­ter their gar­dens.

Left to Cal­i­for­nia Leg­is­la­tors, 150 years from now our de­scen­dants’ chil­dren will be play­ing in the mud pud­dles of “Car­quinez Canyon.” All in the name of growth.
