Milligan appointed to EACC Board of Trustees
Dr. Florine Milligan of Forrest City was recently appointed to the East Arkansas Community College’s Board of Trustees by Gov. Asa Hutchinson.
Her appointment fills the vacancy following the death of board member Willie Smith.
Milligan is a native of Forrest City, and has a background in both education and industry. She received a Master of Science in Education degree in guidance/counseling and a certification in secondary administration from Arkansas State University. She has served in a number of leadership positions in community organizations including the Forrest City Area Chamber of Commerce, St. Francis County Workforce Alliance and the Forrest City Medical Center’s board, as well as statewide boards including the Arkansas Higher Education Coordinating Board, Arkansas Workforce Investment Board and Arkansas State University System’s Board of Trustees, where she served as board chair.
Milligan is a retired educator, retired corporate manager, pastor and teacher. She worked in the business industry for Boar’s
Head, and served as a teacher and counselor for the Forrest City and Lee County school districts. She is the owner of Milligan Coaching and Consulting and currently serves as founder and pastor of Fresh Anointing Ministries Church in Forrest City.

The Board of Trustees has all powers necessary and proper for the governance and operation of EACC. The local control of EACC is vested in the board composed of nine governor-appointed members who are residents and qualified electors of the college’s district. Members of the board serve as stewards of the college with statutory authority and obligation to guide the affairs of the institution, according to the press release issued by the college.
