When people move here, they expect wide-open streets buzzing with golf carts, recreation centers for the retired and tranquil lake views. They don’t picture a bunch of children running around, says Jim Hunter, president of the Sun City Homeowners Association. Sun City is a part of the Phoenix metro area.
