Russia, U.S. hold talks about nuclear pact, Putin says

Russian President Vladimir Putin said Moscow is in negotiations with Washington on a nuclear arms pact.

Putin said U.S. plans to re-equip some of its nuclear-capable aircraft and submarines to carry conventional weapons have drawn Russian concerns, and Moscow is entitled to monitor the modifications.
