WISCONSIN Madison:

A Racine County man convicted of disorderly conduct argued unsuccessfully that he should have been allowed to get a haircut before trial. The 2nd District Court of Appeals upheld convictions against Keith Eggum for disorderly conduct and felony bail jumping.
