Lincoln Council Approves Tax Levy

LINCOLN — Lincoln received $ 116,508 in 2012 from real and personal taxes paid to Washington County. City Councils must determine each year how that tax will be levied and forward it to the county clerk before each November Quorum Court meeting.

Lincoln receives monthly payments from the county on real and personal taxes, according Barbara Barker, city clerk.

“The payments vary from month to month,” Barker said.

A resolution to determine the extent of the property tax levy for delivery to the county was approved with a unanimous vote by the City Council at its Oct. 14 meeting. Lincoln will receive its usual 6.5 mills with five percent going to the general fund, one-mill going to the police department and one-half mill going to the fire department.

Council members also approved unanimousl­y a resolution by the city to join the National Joint Purchasing Associatio­n.

Chuck Wood, city business manager, said the Arkansas Department of Finance and Administra­tion has approved government­al entity cooperativ­e such as NJPA.

“The items are pre- negotiated prices so we don’t have to go out for bids,” Wood said. “This is a way to purchase goods and supplies for the city at a more reasonable price and know that the items have been reviewed and approved by the state.”

Wood said items for the new library such as office furniture and shelving could be purchased at a better price.

Th e council also approved a change order to the contract with SSI of Northwest Arkansas to make a change in the drainage facilities between the new library building and an existing structure west of it.

A cost of $ 3,952 was agreed upon by the aldermen.

September’s sales tax revenue for the city was $18,846 bringing the capital improvemen­t figures to $501,786.

The library’s revenue was the same, $ 18,846, with the library received $ 5,654, parks and recreation received $1,413, with the rest going toward a debt payment on the new library.

The next City Council meeting will be Nov. 11 at 7 p.m. at City Hall.
