City To Repair Fire Department Roof

- By Lynn Kutter

LINCOLN — Lincoln City Council last week accepted a low bid of $16,487 from HD Roof Coatings for roof repair on Lincoln Fire Department, contingent on the company providing proof that it is bonded, has insurance and has a contractor’s license number.

The city received two bids. The highest bid came from Franklin & Son Inc., for $26,500.

Council member Johnny Stowers said he liked the low bid but was not able to find out anything about the company from the Internet. Stowers said he thought the city should receive documentation of the company’s credentials before accepting the bid.

If the documentation was not forthcoming, then the Council gave its approval to accept the higher bid from Franklin & Son.

In other action Sept. 19, the Council gave Mayor Rob Hulse the authority to purchase two acres near Jackson Highway for $11,000 per acre as the site for the city’s new water tank.

The Council also placed an ordinance on second reading to authorize the city to conduct business with aldermen Doug Hutchens and Doug and Robin Moore. The businesses owned by the Council members provide essential supplies or services used by the city on a routine basis.

The ordinance says such services are not available from a large number of people in Lincoln and it would provide a hardship and result in increased costs if the city could not conduct business with them.

In addition, Hutchens recommended the city adopt a permit process for demolition work and require companies or people to apply for a demolition permit before taking down any structures.

“If we start cleaning up buildings, the next thing is to make sure they are cleaned up properly,” Hutchens said.

The Council passed its annual resolution to levy city property taxes. These did not change. Lincoln collects a 5-mill property tax for the general fund. The other levies are voluntary: 1 mill for the police department and .5 mill for the fire department.

“If we start cleaning up buildings, the next thing is to make sure they are cleaned up properly.” Doug Hutchens Lincoln City Alderman
