Council set to consider road tax election and smart city panel
Board meetings Tuesday, Wednesday of this week
Yuma City Clerk Lynda Bushong will call for a special election in which voters will decide whether the city should collect a road tax dedicated to fixing potholes, improving existing roads and replacing asphalt in the city.
The City Council will consider the call to election as part of the regular meeting starting at 5:30 p.m. Wednesday. However, the council might also discuss this and other agenda items during a work session set for 6 p.m. Tuesday. Both meetings will take place in the City Hall Council Chambers, 1 City Plaza.
The question being submitted to city voters is an increase of the transaction privilege tax by one-half of 1 percent (0.5 percent) to provide funding solely dedicated to fixing roads. The special election would be held on Nov. 6.
In other action, the council is expected to consider the formation of a Citizen Oversight Committee and setting policies and procedures regulating access and use of data from the anyCOMM “smart city” nodes.
In addition, the motion consent agenda includes a contract for brass fittings and miscellaneous items with an estimated annual expenditure of $60,000 to Yuma Winnelson Company and an intergovernmental agreement with Somerton for the use of the Yuma Public Safety Training Facility.
The resolution consent agenda contains an agreement for deferment of development fees and water and sewer capacity charges for Trail Estates Unit No. 6 subdivision. It also includes a real property exchange, settlement and redevelopment agreement with PMG Partnership that will allow the city to move forward with improvements at the intersection of 16th Street and 4th Avenue.
Later in the agenda, the council will consider adopting an ordinance that authorizes acquisition of PMG property at 16th Street and 4th Avenue.
A slew of other ordinances are up for possible adoption, including several text amendments. A proposed amendment to the Zoning Code calls for changes regarding use of the city’s rights-of-ways and facilities by wireless communications providers for the installation, operation and maintenance of their personal wireless communications facilities. A proposed amendment to the City Code is related to the use of the city’s rights-of-ways by communications and telecommunications providers.
A proposed change to the Infill Overlay District portion of the Zoning Code would recognize permitted and conditional uses and the need for a pre-development meeting to identify potential incentives related to a proposed project. Another proposed change to the Infill Overlay District and Incentive Plan would permit corner markets and other small service businesses to locate within residential districts.
Other proposed ordinances call for vacating the alley right-of-way in the 1200 south block between 2nd and 3rd avenues for use as part of the Utilities Administration Complex. Also, a rezoning request for parcels located at the southeast corner of West 8th Place and 13th Avenue and at 887 S. 13th Ave. from the Heavy Industrial District to the Low Density Single Family District, while maintaining the existing Infill Overlay District.
An ordinance would rezone 14,000 square feet located at the northeast corner of West 9th Street and South 2nd Avenue from the Light Industrial/Bed and Breakfast Overly/Infill Overlay District to the Low Density Residential/Bed and Breakfast Overly/Infill Overlay District.
Another proposed ordinance would amend the City Tax Code setting the repeal date of June 30, 2021, and keeping the two-level tax rate at $35,000 on the sale of tangible personal property.
