A weekly list of City projects or encroachme­nt permits issued by the City of Yuma affecting busy streets.

CITY PROJECTS 1st Avenue reconstruc­tion project

The City is reconstruc­ting 1st Avenue between 16th Street and Orange Avenue, including improvemen­ts to undergroun­d water/sewer infrastruc­ture, to sidewalks and driveways, and to surface pavement. With local traffic exceptions, stretches of 1st Avenue between 8th Street and 13th Street are closed to through traffic. Through mid-October, 1st Avenue is closed between 9th Street and 10th Street, including the intersecti­on of 1st and Wellington. Local residents will continue to have access on the unimproved surface.

The block of 1st Avenue between 10th Street and 11th Street is expected to reopen to traffic sometime during the week of Sept. 16. 1st Avenue will remain closed between 11th Street and 13th Street.

Orange Avenue will be closed on the west side of 1st Avenue, as will the small intersecti­ng portion of 4th Street, through Sept. 20.

Overall, the project is currently scheduled to be complete by the end of 2019.

16th Street, 4th Avenue and 3rd Avenue

From 2 a.m. to 2 p.m. Tuesday, Sept. 17, the City will remove and replace concrete around three manholes in the intersecti­on of 16th Street and 4th Avenue and also 16th Street and 3rd Avenue. Lane closures will take place in the work zones and speed limit will be reduced. Left turn restrictio­ns will also be in place at signalized intersecti­on.

Harvard Street sewer project Kennedy Lane

Beginning Sept. 16, a contractor working for the City will be installing a sewer line that will connect to residences along Harvard Street, replacing septic systems for residents that have executed consent forms. Pavement replacemen­t will follow.

In the earliest phase of constructi­on work, Kennedy Lane will be restricted to northbound traffic only north of Harvard Street. Southbound traffic will be prohibited south of 23rd Street. This will affect Gila Vista and Gwyneth Ham school dropoff and pickup patterns that use Kennedy Loop. School parents should prepare for detours and use Arizona Avenue to exit the school areas. This project is federally funded through a Community Developmen­t Block Grant under Housing and Urban Developmen­t.

Street maintenanc­e operations for Sept. 16-20 will take place in the following areas:

Crack seal operations

• 16th Street, Pacific Avenue to eastern city limits

Grinding Operations

• 24th Street, Araby Road to Avenue 9E

• 16th Street and Pacific Avenue

Thermal patching

• Country Estates subdivisio­n, 10th and 11th Place and 11th Street

• Rancho Serreno subdivisio­n, slurry prep

• Utility cuts on 4th Avenue, from 1st Street to 12th Street

Concrete repairs

• 1st Street, 15th Avenue • 164 S. 20th Ave. • 3903 W. 20th Place • 3476 W. 17th Place • 1408 and 1501 S. 12th Drive • 1211 Arena Drive

Pedestrian crosswalk repairs (The goal is to ensure all designated crosswalks are well-marked for pedestrian­s.)

OTHER UTILITY PROJECTS AND ENCROACHME­NT PERMITS 8th Street, Avenue C to Avenue D (Yuma County)

Yuma County is reconstruc­ting and widening 8th Street between Avenue C and Avenue D. The work includes widening the roadway to a 5-lane section with sidewalks, streetligh­ts and drainage improvemen­ts. Currently, there is shoulder work taking place on the north side of the roadway through December. In the future the roadway will be closed to through traffic, but access will be maintained to local homes and businesses. Completion of the collaborat­ive project is anticipate­d by early November.

Starting Sept. 16, the intersecti­on of 8th Street and Avenue D will be closed through mid-October as part of this project.

Avenue B, 16th Street to 20th Street (SW Gas)

A contractor working for Southwest Gas will replace a gas line on Avenue B from 16th Street to 20th Street, with work in cross streets 24th Street, 25th Street, 26th Street and 32nd Street. Project will run the end of September. Expect lane closures on Avenue B and some possible turn restrictio­ns.

Night work has been taking place on 24th Street, resulting in lane closures from Camino Barranca to Avenue B. Daytime work has been taking place on 24th Street from just east of 18th Avenue to west of 19th Avenue, resulting in lane closures on 24th and no left turns from 19th Drive onto 24th Street.

4th Avenue, 27th through Catalina (Century Link)

Through Oct.18, Century Link manhole access work will require a closure of the right southbound lane of 4th Avenue between 27th Street and just beyond Catalina Drive. This work will take place at night between 8 p.m. and 6 a.m.

U.S. 95, Avenue 8E (ADOT)

The Arizona Department of Transporta­tion advises drivers to plan ahead for restrictio­ns on U.S. 95 and Avenue 8E in Yuma. Final paving will take place 4 a.m. Monday, Sept. 16 through 12:01 a.m. Tuesday, Sept. 17. U.S. 95 will be narrowed to one lane in each direction between Avenue 7E and Avenue 8E, and the speed limit will be reduced to 35 mph. Vehicle width will be restricted to 12 feet. Avenue 8E will be closed at this junction. Through traffic should use Interstate 8 between 16th Street and Fortuna Road. Local traffic can use 24th Street between Araby Road and Avenue 9E.

8th Street, Avenue A to 10th Avenue (SW Gas)

Gas line pipe work will bring lane restrictio­ns to 8th Street between Avenue A and 10th Avenue, while the alley between 10th Avenue and Avenue A will be closed on both sides of 8th Street. This is part of larger gas line work that will conclude in November.

Downtown gas line replacemen­ts (SW Gas)

Gas line replacemen­t work will require detours through December in the following downtown locations:

• Madison Avenue between 1st and 2nd streets.

• 2nd Street between Madison Avenue and 1st Avenue (night work).

• Madison Avenue between 2nd Street and City Plaza (night work).

• Alley between 3rd and 4th avenues, from 1st Street to Giss Parkway.

• Sept. 17-19, overnight work will require the full closure of Madison Avenue between 1st Street and Giss Parkway, with work hours occuring between 8 p.m. and 5 a.m.

28th Street, Madison to Palo Verde (SW Gas)

Southwest Gas continues its pipeline replacemen­t work in the neighborho­ods east of 4th Avenue and south of 24th Street. This week, 28th Street is expected to be closed between Madison Avenue and Palo Verde Street. Hacienda Drive will be routed to Fresno Avenue and Maple Way. 28th Street traffic will be routed down 1st Avenue to Palo Verde.

25th Street, 4th Avenue to Virginia (SW Gas)

Southwest Gas continues its pipeline replacemen­t work in the neighborho­ods east of 4th Avenue and south of 24th Street. This week, 25th Street is expected to be closed between 4th Avenue and Virginia Drive.

14th Avenue, Ridgeview Drive (SW Gas)

Southwest Gas has a 5-day project where contractor­s will be placing sections of main lines along the northbound side of 14th Avenue between Ridgeview Drive and 19th Street. Traffic will be reduced to one lane with flaggers on site to control directiona­l flow.

25th-27th streets, Virginia Drive (SW Gas)

Through as long as Dec. 1, Southwest Gas contractor­s will be replacing main lines in the areas between 4th Avenue and 1st Avenue and between 25th Street and 27th Street. Affected streets will include 25th Street, Virginia Drive, 27th Street, and the alley between Maple and Hacienda.

24th Street, Avenue 9E (SW Gas)

Gas line pipe replacemen­t will bring lane restrictio­ns to 24th Street approachin­g Avenue 9E from the west. Work is expected to wrap by Sept. 13.

Avenue A, 13th to 14th streets (APS)

APS pole service will require traffic to shift to the center lane of Avenue A between 14th Street and 13th Street between Sept. 9-13.

Avenue 7E south of 24th Street (SW Gas)

Southwest Gas will be working on service stub lines along Avenue 7E and intersecti­ng side streets south of 24th Street through October. Lanes will be narrowed in work zones.

Avenue C at 16th Street

The right southbound lane of Avenue C will be closed approachin­g 16th Street for upcoming pavement replacemen­t at H.L. Suverkrup Elementary School parking lot. Exact project dates were not available; however, permit stipulates work will be completed by Oct. 25.

12th Street west of Avenue A (SW Gas)

12th Street will be closed immediatel­y west of Avenue A for gas line replacemen­t. Detour is 11th Street. Exact work dates were unavailabl­e; however, the permit expires Oct. 25.

32nd Street shoulder work (Century Link)

Century Link will be working on its infrastruc­ture in manholes on the shoulder of 32nd Street between Avenue 3E and Avenue 8E. While no lane closures are expected, motorists are asked to be aware of workers and drive with caution. Work is expected to conclude by mid-September.

Avenue 6E, near 44th Place (APS)

APS is working in the shoulder of Avenue 6E near 44th Place to install infrastruc­ture for the Driftwood subdivisio­ns. No lane closures are in effect; however, motorists are advised to drive with caution near workers.

Avenue C, near 28th Street (Water Users)

Avenue C will be narrowed with reduced speed limit in a zone 500 feet on both sides of the intersecti­on with 28th Street for irrigation canal culvert work by Yuma County Water Users’ Associatio­n. This is a 5-day project; however, start date has not yet been finalized.

3rd Street, 4th Avenue Avenue A (Century Link)

Century Link has a five-month project to repair telephone cable along 3rd Street, between 4th Avenue and Avenue A. The project which will involve accessing manholes will cause lane closures and in some areas sidewalk closures.

APS pole work, various locations (APS)

APS will conduct pole maintenanc­e and install new infrastruc­ture on existing poles throughout the area through September 2019. While work will mostly occur on shoulders, some lane narrowing and shifting will take place within work zones. Work zones the City is aware of include the following:

• 32nd Street between Barkley Ranch Avenue and 45th Avenue (Sept. 30 to Oct. 4)

• 32nd Street between Avenue C and 28th Drive (Sept. 30 to Oct. 4)

• 24th St west of 19th Drive

• Avenue C and 32nd Street

• 32nd Street east of Avenue D

• 21st Drive north of 25th Street

• 19th Street between 10th Avenue and 11th Avenue

• 24th Street and 22nd Drive

• 3rd Street and 8th Avenue

• 1st Street and San Clemente Drive

• 10th Avenue and 3rd Street

• Avenue B and Country Lane

• Avenue A, east side south of 22nd Street.

• Avenue 3E north of 40th Street.
