Budget, charter amendments on Yuma City Council agenda

Of cials to meet Tuesday and Wednesday this week

The Yuma City Council this week will discuss potential charter amendments and the 2024 and 2025 budgets.

The council will meet for a work session on Tuesday and a regular meeting on Wednesday. The work session will include presentati­ons on the city’s 2024 financial status and 2025 outlook, proposed 2025 budget and proposed Capital Improvemen­t Program for 2025-2029.

On Wednesday, the council will further discuss the 2025 budget and potential amendments to the city charter, in particular to the sections connected to elections and city officials. At the urging of some citizens, the council has recently been considerin­g once again asking voters to approve changes to the salaries of the mayor and council members, a propositio­n that failed at the ballot box in November.

One ordinance is up for adoption, which would add a new chapter to the shortterm rentals section to provide for regulation­s consistent with state law. The proposed text amendment would ensure short-term rentals pay the same tax as other transient lodging operations such as hotels and motels.

The council will introduce four ordinances, one of which will establish compensati­on and benefits for the office of the municipal judge from and after Jan. 1, 2025.

The second proposed ordinance to be introduced would grant an easement to Yuma County Water Users’ Associatio­n along the south side of 28th Street, between Avenue C and 33rd Drive, for the relocation of a portion of the U.S. Bureau of Reclamatio­n’s Thacker Lateral.

Another ordinance to be introduced would rezone a 7,000-square-foot lot located at 958 S. 3rd Ave. from general commercial to transition­al, while maintainin­g the infill overlay.

The last proposed ordinance to be introduced would rezone 77 acres located at the southeast corner of Avenue 6E and 48th Street from agricultur­e to low density residentia­l.

The council will also consider adopting an intergover­nmental agreement with Marine Corps Air Station-yuma for the use of the Yuma Public Safety Training Facility.

Four presentati­ons are on the agenda, an Economic Developmen­t Week Proclamati­on and a Community Developmen­t Block Grant and HOME Annual Action Plan briefing.

In addition, the following items are on the consent agenda:

– The purchase and installati­on of a G2 Fire Station Alerting System at a cost of $718,637 from US Digital Designs of Tempe.

– Three agreements with the Arizona Department of Homeland Security to reimburse the city for funds expended for overtime, employee related expenses and mileage being used in support of Operation Stonegarde­n.

Under the first agreement, YPD would be reimbursed up to $207,810 for overtime, $32,190 for employee-related expenses and $30,000 for mileage expenses, a total of $270,000, in support of OPSG from March 5, 2024, to Sept. 30, 2024.

Under second agreement, YPD would be reimbursed up to $336,653 for overtime, $52,147 for employee-related expenses and $78,125 for mileage expenses, a total of $466,925, in support of OPSG from March 7, 2024, to March 31, 2025.

Under the third agreement, YPD would be reimbursed up to $158,000 for the purchase of two 4x4 police package trucks and $14,295 for the purchase of three mobile data computers, a total of $172,295, in support of OPSG from March 7, 2024, to March 31, 2025.
