County-recommended budget on Monday agenda
Supervisors, staff to discuss funding needs in Tuesday special session
The Yuma County Board of Supervisors will hold its regular meeting on Monday and a special budget meeting on Tuesday.
On Monday, County Administrator Ian Mcgaughey will present a summary of the county’s fiscal year 2025 recommended budget.
The supervisors will also conduct a public hearing regarding applications to the Arizona Department of Housing for the Community Development Block Grant funding for the fiscal year 2024 Regional Account funding for three projects: Comite De Bienestar to rehabilitate Las Casitas Apartment in San Luis; Catholic Community Service Safe House to construct a meeting room and replace two HVAC units; Avenue B and C area to construct a sidewalk on the Ferguson Lateral Canal.
The hearing will also cover the 2024 and 2025 State Special Projects funding for improvement projects to enhance safety and functionality of Kiwanis Tacna Park and Colonia Setaside funding for five low-income household owner-occupied housing rehabilitation.
Yuma County expects to receive $467,100 in Regional Account funds for 2024, and $500,000 is available for competitive State Special Projects funding. An additional estimated $500,000 is earmarked for the Colonia Setaside for 2023-2024.
The supervisors will also consider a legal services agreement with the law firm of Keller and Heckman of Washington, D.C., to assist the county in reviewing agreements with ALLO Communications and related legal issues.
Additionally, the board will hear an update on state and federal legislative issues that affect Yuma County.
Several presentations are on the agenda, including a brief update on the progress of key projects that make up the county’s Capital Improvement Project Facilities Construction Program and a presentation by the Arizona Auditor General Office and Fester Chapman CPAS, contracted auditors, on the audit results for the fiscal year ending June 30, 2023.
The supervisors will also consider a rezoning request as well as a couple of special use permit requests.
In addition, the consent agenda contains the following items:
• An amended contract with Wellpath Recovery Solutions for the Restoration to Competency Program extending the program from April 1, 2024, through March 31, 2025.
• Final plat for Southern Skies Phase A subdivision consisting of 14.4 acres, zoned Recreational Vehicle Subdivision and located on the southeast corner of Fortuna Road and 42nd Street in Yuma.
• Accepting the streets and traffic signs within Sedona South Subdivision, lots 1-10, into the county maintenance system.
• An intergovernmental agreement with the Cocopah Indian Tribe covering the design, construction, maintenance and financing of the US 95 and Avenue C Traffic Signal Project.
• Acceptance of grant funds from the Arizona Department of Public Safety in the amount of $1.5 million to enhance law enforcement services, authorize the chairman to sign the Local Border Support agreement and authorize the purchase of a Bearcat tactical vehicle from Lenco Armored Vehicles in an amount not to exceed $400,000.
• Authorize the sheriff to negotiate and enter into a contract with Pilkington Construction in the amount of $287,449 for the kitchen floor replacement project at the Yuma County Adult Detention Center.
• Authorize the sheriff to negotiate and enter into a contract with Interstate Mechanical Corp. in the amount of $138,057 for the plumbing modifications to the hot water system project at the Yuma County Adult Detention Center.
• Authorize the sheriff to purchase a Handheld Mass Spectrometer from Fisher Scientific in an amount not to exceed $107,000.
• Intergovernmental agreement or Ryan White HIV Care and Services in the amount of $229,802 between the Arizona Department of Health Services and Yuma County Public Health Services District, effective retroactively April 1, 2023, through March 31, 2028.
• Authorize the State Physical Activity and Nutrition (SPAN) contract in the amount of $154,165, between the Arizona Department of Health Services and Yuma County Public Health Services District effective May 6, 2024 through June 30, 2029, and add one full-time community engagement specialist position.
On Tuesday, the Budget Review Team will brief the supervisors on the fiscal year 2025 budget and the individual departments and organizations who depend on county funding will present their recommendations and/or funding needs.
After the presentations, the supervisors are expected to give direction regarding the recommended budget.
