Qual­ity and Safe Roads

The Ger­man com­pany GP Papen­burg AG may man­age the con­struc­tion of toll roads in the re­gions of Uzbek­istan.

Re­cently, the head of the State Au­to­mo­bile Com­mit­tee Ab­du­rah­mon Ab­du­va­liev and the chair­man of board of the Ger­man com­pany Gun­ther Papen­burg held talks in Tashkent. The par­ties dis­cussed the pos­si­bil­ity of GP Papen­burg AG par­tic­i­pa­tion in the con­struc­tion of high­ways in Uzbek­istan on the prin­ci­ples of pub­lic-pri­vate part­ner­ship.

The Ger­man com­pany has suc­cess­ful ex­pe­ri­ence in the CIS coun­tries. Over the past few years, it has im­ple­mented a num­ber of projects for the con­struc­tion of high­ways with ce­ment­con­crete and as­phalt con­crete in Azer­bai­jan, Kaza­khstan, Uzbek­istan and other coun­tries.

In Uzbek­istan, the Ger­mans suc­cess­fully com­pleted the project to build a 50-kilo­me­ter au­to­bahn with ce­ment-con­crete coat­ing on one of the sec­tions of the in­ter­na­tional route GhuzarBukhara-Nukus-Beineu with a to­tal value of over 66 mil­lion eu­ros.

The Uzbek govern­ment is keenly dis­cussing projects on the con­struc­tion of toll roads, the first of which may emerge in 2020. The only prob­lem in this di­rec­tion is the lack of the nec­es­sary leg­isla­tive base.

How­ever, the first deputy min­is­ter of econ­omy of Uzbek­istan, Mu­bin Mirzaev, said re­cently that the law “On pub­licpri­vate part­ner­ship” will be ready by mid-2018.

The first toll road can pass from Tashkent to Bukhara via Sa­markand. This will be a sep­a­rate au­to­bahn, par­al­lel to an al­ready ex­ist­ing one. Among its main ad­van­tages is the move­ment at a higher speed than it is ex­pected on the usual routes.

In ad­di­tion, dur­ing the talks the par­ties dis­cussed the pos­si­bil­ity of cre­at­ing a joint ven­ture, which will man­u­fac­ture the as­phalt mix­ing plants Tel­tomat and spare parts for them, as well as re­pair of spe­cial equip­ment and re­gen­er­a­tion of as­phalt con­crete pave­ments.

Dur­ing the meet­ing, the head of the Ger­man com­pany ex­pressed readi­ness to or­ga­nize the train­ing of Uzbek spe­cial­ists to as­sem­ble the com­plexes of as­phalt mix­ing plants with a trip to Ger­many.
