Today, many far-flung areas of the country face a number of serious problems. For example, due to the irresponsibility of the partnerships of private homeowners and local hokimiyats, the housing stock has not been repaired for years, which has led to a deterioration in the condition of the roof of the houses and their appearance.

In addition, frequent accidents in power networks and transformer points in rural settlements lead to numerous power outages, there is a shortage of LPG cylinders.

Among other problems is the poorly conducted work on repair and maintenance of highways on the ground, faulty condition of water supply networks and structures, non-compliance with sanitary requirements of sewerage.

The new program is designed to change the current situation. Since April 1, 2018, in the two villages and in subsequent years - in three villages in each district and city of the republic, first of all, in remote settlements with complicated natural and climatic conditions, the Obod Qishloq program will be implemented.

It provides for the comprehensive update only in 2018 of the territories of 368 mahallas in 174 districts of the country. Particular attention will be paid to repairing the roof, facades of 127,143 houses, improvement of the adjacent territories.

In addition, the program plans to repair 1,535 km of drinking water supply networks, reduce groundwater level, build a total of 2,083 km of roads to connect villages with regional centers, reconstruct and repair internal rural roads and sidewalks.

To establish a transport connection with the outback, 571 modern buses will be purchased, 252 stops will be built along the new routes.
