On Healthy Com­pe­ti­tion Prin­ci­ples

The pres­i­den­tial de­cree on mea­sures to pro­mote non-state ed­u­ca­tional ser­vices, signed Septem­ber 15, 2017, opens up new prospects for the for­ma­tion of healthy com­pe­ti­tion be­tween state and non-state ed­u­ca­tional in­sti­tu­tions, and stim­u­la­tion of cor­po­rate en­ti­ties en­gaged in the pro­vi­sion of non-state ed­u­ca­tional ser­vices.

The is­sue has been dis­cussed ear­lier this week at a video­con­fer­ence or­ga­nized by the State In­spec­torate for the Su­per­vi­sion of Ed­u­ca­tion Qual­ity.

The doc­u­ment is sig­nif­i­cant in that it aims to cre­ate fa­vor­able con­di­tions that en­sure high qual­ity of ed­u­ca­tion and train­ing, in­clud­ing through the iden­ti­fi­ca­tion and sup­port of tal­ented youth, the ac­cel­er­ated de­vel­op­ment of the ed­u­ca­tional ser­vices mar­ket to cre­ate a healthy com­pet­i­tive en­vi­ron­ment to pro­vide al­ter­na­tive, along with tra­di­tional, op­por­tu­ni­ties for ed­u­ca­tion, in­crease of ef­fi­ciency and ef­fec­tive­ness in this sys­tem on the ba­sis of the use of in­no­va­tive ped­a­gog­i­cal forms, mod­ern tech­nolo­gies.

In our coun­try, sys­temic work is car­ried out to sim­plify the li­cens­ing of the ac­tiv­i­ties of cor­po­rate en­ti­ties that pro­vide non-state ed­u­ca­tional ser­vices, the in­tro­duc­tion of the pro­ce­dure for their pro­vi­sion on the ba­sis of a li­cense, re­gard­less of the form of own­er­ship and or­ga­ni­za­tional and le­gal form of cor­po­rate en­ti­ties, and the es­tab­lish­ment of an ef­fec­tive mech­a­nism for pub­licpri­vate part­ner­ship in this area. To ob­tain a li­cense in this di­rec­tion, the pro­ce­dure was in­tro­duced for sub­mit­ting an ap­pli­ca­tion through the State Ser­vices Agency and the Sin­gle Por­tal of In­ter­ac­tive Pub­lic Ser­vices.

The meet­ing par­tic­i­pants ex­am­ined in de­tail the work car­ried out by the State In­spec­torate for the Su­per­vi­sion of Ed­u­ca­tion Qual­ity un­der the Cab­i­net of Min­is­ters, ex­changed views on the gen­eral rules and pro­ce­dures for li­cens­ing ac­tiv­i­ties in the field of pro­vid­ing non-state ed­u­ca­tional ser­vices re­quired for this doc­u­ment, mech­a­nisms for or­ga­niz­ing preschool ed­u­ca­tional in­sti­tu­tions on the ba­sis of pub­lic-pri­vate part­ner­ship. The mea­sures taken in Karakalpak­stan, re­gions and the city of Tashkent were an­a­lyzed thor­oughly and in de­tail, and cor­re­spond­ing rec­om­men­da­tions were voiced.
