On Healthy Competition Principles
The presidential decree on measures to promote non-state educational services, signed September 15, 2017, opens up new prospects for the formation of healthy competition between state and non-state educational institutions, and stimulation of corporate entities engaged in the provision of non-state educational services.
The issue has been discussed earlier this week at a videoconference organized by the State Inspectorate for the Supervision of Education Quality.
The document is significant in that it aims to create favorable conditions that ensure high quality of education and training, including through the identification and support of talented youth, the accelerated development of the educational services market to create a healthy competitive environment to provide alternative, along with traditional, opportunities for education, increase of efficiency and effectiveness in this system on the basis of the use of innovative pedagogical forms, modern technologies.
In our country, systemic work is carried out to simplify the licensing of the activities of corporate entities that provide non-state educational services, the introduction of the procedure for their provision on the basis of a license, regardless of the form of ownership and organizational and legal form of corporate entities, and the establishment of an effective mechanism for publicprivate partnership in this area. To obtain a license in this direction, the procedure was introduced for submitting an application through the State Services Agency and the Single Portal of Interactive Public Services.
The meeting participants examined in detail the work carried out by the State Inspectorate for the Supervision of Education Quality under the Cabinet of Ministers, exchanged views on the general rules and procedures for licensing activities in the field of providing non-state educational services required for this document, mechanisms for organizing preschool educational institutions on the basis of public-private partnership. The measures taken in Karakalpakstan, regions and the city of Tashkent were analyzed thoroughly and in detail, and corresponding recommendations were voiced.
