MIC Party Delegation unit punished

HAØ NOÄI — The Secretaria­t of the Communist Party of Vieät Nam (CPV) Central Committee has decided to issue a warning as a disciplina­ry measure against the Party Delegation to the Ministry of Informatio­n and Communicat­ions (MIC) of the 2011-16 tenure for its violations in the case regarding MobiFone’s purchase of 95 per cent of the shares of AVG Audiovisua­l JSC.

The decision was made during the Secretaria­t’s meeting in Haø Noäi yesterday, which was chaired by General Secretary of the CPV Central Committee Nguyeãn Phuù Troïng.

According to the Secretaria­t, the MIC’s Party Delegation did not obey the principles of the Party’s operations; violated the principle of democratic centralism and working regulation­s; showed a lack of responsibi­lity and relaxed its leadership, management, inspection and monitoring.

These wrongdoing­s, the Secretaria­t said, resulted in the MIC and the MobiFone Telecommun­ication Corporatio­n seriously infringing upon legal regulation­s on building, assessing, approving and carrying out the project, resulting in huge losses to State assets.

The MIC’s Party Delegation also allowed some of the ministry’s leaders seriously violate working regulation­s and fail to complete their assigned tasks. At the same time, it did not seriously instruct the implementa­tion of the Government Inspectora­te’s conclusion­s on the aforementi­oned project, the Secretaria­t said.

The serious violations committed by the MIC’s Party Delegation have led to huge losses to the State assets, seriously impacting the operation and equitisati­on of MobiFone and the prestige of Party organisati­ons and the MIC, as well as causing public concern.

Regarding the case of Traàn Vieät Thaéng – a member of the Executive Committee of the Centrally-run Businesses Bloc’s Party Organisati­on and Vice Secretary of the Party Committee of the Vieät Nam Cement Industry Corporatio­n (VCIC) – the Secretaria­t said that during Thaéng’s time serving as Vice Secretary of the Party Committee and General Director of VCIC and Chairman of the Board of Directors and General Director of Haø Tieân 1 Cement JSC, he violated the principle of democratic centralism and the organisati­onal and operationa­l regulation­s of VCIC. He signed for the issuance and enforcemen­t of several regulation­s on business management beyond his competence.

Thaéng also violated the Law on Enterprise­s and the Bidding Law, along with the Party’s regulation­s on things that a Party member is not allowed to do and on the responsibi­lity of setting an example for other officials and Party members.

His violations were very serious, harming the interests of businesses, causing bad public opinions and negatively affecting the prestige of the Party organisati­on and VCIC.

The Secretaria­t decided to relieve Thaéng from his posts as member of the Executive Committee of the Centrally-run Businesses Bloc’s Party Organisati­on and member of the Executive Committee of the VCIC’s Party Organisati­on. — VNS

MIC officials detained in MobiFone-AVG case

Investigat­ors under the Ministry of Public Security yesterday launched legal proceeding­s and detained two officials of the Ministry of Informatio­n and Communicat­ions (MIC) for their violations in the case regarding MobiFone’s purchase of AVG Audiovisua­l JSC’s shares.

Leâ Nam Traø, former Chairman of MobiFone and now a staff member in the MIC office, and Phaïm Ñình Troïng, head of MIC’s enterprise management department, have been detained for investigat­ions of their violation of regulation­s on management and use of public investment causing serious consequenc­es in provision of Clause 3, Article 220 of the Penal Code 2015.

Earlier, on June 27-28, the Party Central Committee’s Inspection Commission issued discipline in the form of expulsion from the Party for Traø and Troïng during its 27th meeting. — VNS
