Those frozen positions in Education

HUMAN resource management is a very important aspect in industrial relations for an institution to succeed.
However, it is very worrying to see a lot of positions not being filled up and end up frozen in the Ministry of General Education.
We have many teachers who have served this nation with pride and diligence who can take up any senior positions in the Ministry.
It is worrying that Central Province has had no senior education standards officer for social sciences from March this year.
This shows lack of seriousness attached to the roles of standards officers in the ministry of education.
Several other positions countrywide including those at the Ministry of General Education headquarters remain vacant or frozen.
I am wondering why it has become so difficult today to promote people and take up positions.
We have many teachers who have professionally executed their duties for decades without any promotion.
It is a big insult to the integrity of Zambian teachers to have positions being frozen.
Does it mean no teachers in Zambia can fill up the vacant positions that end up being frozen or the appointing officers are too incompetent to identify credible people?
Teacher unions are also sleepy over such important issues and are more interested in recruiting new members to increase their incomes at the expense of addressing critical issues.
I urge the minister of general education to urgently look into this matter.
