COUNCIL DENIES SELLING FOOTBALL FIELD FOR CHINESE MALL
By ROGERS KALERO THE Kitwe City Council (KCC) has denied ever approving the intended sale of Wusakile Secondary School grounds to a Chinese investor who intends to construct a shopping mall on the same piece of land.
And the KCC says it will halt construction of a school hall and fence at the school following non-submission of building plans to the local authority.
In a statement to the Daily Nation, KCC Public Relations Manager, Roy Kuseka said if management sold the land in question to the Chinese developer, the local authority was not party to the whole transaction.
Regarding the construction of a school hall and fence, Mr Kuseka said KCC will proceed to issue site instructions to halt construction works until prescribed building procedure was enforced.
“In terms of development control, the school has not sought building permission from the local authority since no building plans have been lodged in line with building regulations.
‘During the site inspection conducted by officers from the council, it was discovered that the school is constructing a boundary fence and a school hall,” said Mr Kuseka.
He said non submission of building plans constitutes breach of the law adding that the local authority will therefore proceed to issue site instructions to halt construction works until prescribed building procedure was enforced along with appropriate penalties as guided by the Urban and Regional Planning Act number 3 of 2015.
