Meanwhile, police on the Copperbelt have blocked NDC from holding a protest against AVIC International over alleged state involvement in awarding contracts to the construction company.
PF provincial youth chairperson Chilufya Jacob Yankonde, said the ruling party was aware of the propensity among NDC leaders to engage in politics of insults but had warned Mr Kambwili to be sober minded as he campaigned in the area by upholding peace which other political parties had been preaching.
Mr Yankonde said Luapula had been peaceful all along and that should there be any breach of peace, Mr Kambwili would be personally held accountable.
"All other political parties in this province have conducted themselves in a peaceful manner. The UPND and PF have coexisted and carried out peaceful campaigns and we expect that atmosphere to continue.
"However, we are alive to the fact that Mr. Kambwili is here. We don't have a problem with him campaigning but we know that he is the kind of person who believes in politics of insults but that we shall not tolerate. We want issue-based politics and not character assassination. If there will be any violence here, Mr. Kambwili must personally be held accountable," Mr Yankonde warned.
Meanwhile, police in Kitwe have turned down a request by the opposition NDC to stage a protest against Avic International, the Chinese construction firm, for security reasons.
Last week, NDC indicated that it was mobilising a countrywide protest against contracts awarded to AVIC International but the police command in Kitwe yesterday officially communicated the decision to deny the NDC a permit to protest.
But NDC provincial youth chairperson Charles Kabwita insisted that the party would proceed with its planned protest on August 4, 2018.
Mr. Kabwita said the reasons cited by the police to deny the the permit were political and alleged that the PF was using the police to gag dissenting views and political groupings.
