RTSA on course with Road Safety Management System

THE Road Safety Management System is on course and procuremen­t of materials for constructi­on of infrastruc­ture under the project has commenced, Road Transport and Safety Agency (RTSA) head of public relations Frederick Mubanga has said.

Mr Mubanga said the upgrading of traffic management systems was ongoing and more progress should be seen in the next three years.

He said that some of the mechanisms of the project needed serious planning and preparatio­n before executing but that everything was on course.

Mr Mubanga told the Daily Nation that the constructi­on of a control centre in Lusaka and 30 vehicle inspection centres ross the country would soon commence. He said that procuremen­t of some of the materials for the traffic management projects was already underway.“I state this project is on course, am sure we will must be seeing a very big difference in the next three to five years.

Some of the components of this programme need serious planning but we have started procuring certain things and secured land in some areas for the inspection centres,” said Mr Mubanga. Road Safety Management System is a

public private partnershi­p (PPP) structure has been establishe­d between RTSA and Intelligen­t Mobility Solutions (IMS), a private sector partner.

The Kapsch Group establishe­d IMS as a Zambian-based company to provide investment and internatio­nal experience in transport technologi­es.

The system is expected to broaden RTSA’s presence with the establishm­ent of over 30 additional RTSA outlets which will be fitted with mechanised motor vehicle inspection equipment.

The project does not involve any disposal of state assets and will be implemente­d on a ‘ Build Operate and Transfer’ basis.

At the end of the concession term of 17 years, all the assets under the project will vest in the Zambian state and the system is projected to create over 1500 direct jobs and 4500 indirect jobs for the Zambian people.
