‘KABWE CDF DISBURSEMENT HALTED’
…because it is not in favour UPND members
THE disbursement of the Constituency Development Fund (CFD) for Bwacha constituency in Kabwe has not been halted so as to include the UPND members who are said to have been left out of the empowerment programme, Central Province Permanent Secretary Milner Mwanakapwe has clarified.
Mr. Mwanakampwe has been accused of halting the disbursement of funds in Bwacha constituency so that all the UPND members in the constituency benefit from the programme.
He has however said in an interview that contrary to the allegations, the CDF disbursement has been halted not only in Bwacha constituency but also in Kabwe Central to facilitate an audit of the process following a petition to stop the process.
He said the disbursement of the CDF has been halted in the district after the ward development committee members petitioned the process because they were unfairly left out of the empowerment programme.
Mr. Mwanakampwe said his office constituted a team of auditors after the petition to audit the process of selecting the beneficiaries of the CDF empowerment programme for both Bwacha and Kabwe Central constituencies which was yet to conclude and submit the findings.
“It is not fair to say that I as an individual I can stop the disbursement of CDF, that is an insult of my persona, I don’t have that mandate you know,” he said.
Mr. Mwanakampwe said when his office which is for the public is petitioned to give people a hearing, it would not give it a blind eye for fear of being accused of favouring ruling party. He said as a civil servant, his mandate was to looking at the interest of the government and care for the people from both from the ruling and the opposition political parties because they are all Zambians.
