Ndola-Lusaka road PPP project a scandal, says Kafwaya

THE United Party for National Developmen­t (UPND) government has been advised to reconsider and rethink its US$577 Ndola-Lusaka dual carriagewa­y deal with Macro Ocean Investment Consortium because it is nothing but a scandalous undertakin­g that shall certainly have consequenc­es, Mututwe Kafwaya has warned.

Mr Kafwaya, the Lunte Patriotic Front Member of Parliament has admonished the UPND government for arrogantly embarking on a project that had all the ingredient­s of corruption and wrong doing.

Mr Kafwaya, the PF presidenti­al candidate has advised that Government should rethink its position on the 25year concession awarded to Macro Ocean Investment Consortium because it was a scandal whose consequenc­es would be dire to those who were involved in the deal.

He said it was unconstitu­tionally scandalous for Government to transfer the rights of collecting revenue from the toll gates to a foreign and private company and that the deal should therefore be reconsider­ed.

He said the action by the government was not only unconstitu­tional but scandalous too because it was in breach of the Article 210 of the country’s supreme law of the land.

He stated that NAPSA had no licence for money lending as such a mandate was only with the banks which he said was being regulated by the Bank of Zambia.

“I want the road…but not this scandalous PPP. The road will be transferre­d to a foreign, private individual. Government has not followed procedure provided for in the constituti­on for transfer of major assets. Article 210 is instructiv­e on this.This transfer is unconstitu­tional. It is a scandal.”
