BULAWAYO, Thursday, January 11, 1968 — Bulawayo Town Management Boards and Bulawayo District Road Council have not been invited to join a working party to discuss a “Greater Bulawayo”, said a spokesman for the boards and the Road Council yesterday.

The spokesman said they were completely in the dark about what the Minister of Local Government and Housing, Mr Mark Partridge, was trying to do or was hoping they would do.

The Minister had not given them a clear picture and had made no move to win their cooperation. So far as they were concerned, the issue was at “a standstill”.

Mr George Zaccharias, chairman of Bellevue TMB, said yesterday that, having emphatically rejected the idea of a unitary system for Greater Bulawayo, the TMBs were waiting on the next move from the Minister.

He said: “We have various schemes in mind. I think these should be investigated. We are anxiously waiting to hear from the Minister. We have had no word for weeks.”

Speaking as chairman of Bellevue TMB, he said: “We do not see a problem. We raise our own money and we spend it ourselves.

“We do not consider we contribute to any problem, whatever the problem may be. We only have the Minister’s word for it that there is a problem. Until we are convinced there is one we do not see a way in which we can make a contribution.”
