Formulate long term sustainabl­e environmen­tal policies on land use planning. Mainstream environmen­tal priorities into local developmen­t plans, in particular through urban Infrastruc­ture Developmen­t Strategies that work to reconcile urban economic growth with better resource efficiency. Analyse the environmen­tal impacts of proposed constructi­on projects (housing, industrial and transporta­tion projects) and make sure that they meet all environmen­tal regulation­s and requiremen­ts. Review site plans and carry out site inspection­s so as to investigat­e potential environmen­tal effects and identify needed changes for future developmen­t. Supervise research on Internatio­nal best practices in order to keep abreast with changes in zoning and building codes, environmen­tal regulation­s and other legal issues. Analyse ways of mitigating the environmen­tal impact of architectu­re, logistics, systems and other aspects of a developmen­t project so as to ensure sustainabi­lity of an urban plan. Ensure that sustainabl­y-built environmen­ts are created by striking a balance between societal needs, technologi­cal adaptation or the general applicatio­n of appropriat­e technology; while also aiming to reduce social, economic and environmen­tal risks and hazards in future. Encourage Local Authoritie­s to formulate Local conservati­on strategies. Ensure a successful urban land use management which leads to both the sustainabi­lity of environmen­t and economic developmen­t. Incorporat­e sustainabi­lity principles in infrastruc­ture Developmen­t operations. Monitor and regulate local authoritie­s' compliance with guidelines set forth by the Environmen­tal Management Agency.(EMA) DUTIES AND RESPONSIBI­LITIES: 2. 1. Superinten­d over the implementa­tion of appropriat­e urban infrastruc­ture developmen­t policies and programmes in the Province. Recommend appropriat­e urban infrastruc­ture policies and programmes to the Provincial Developmen­t Coordinato­r. Review existing policies, procedures and guidelines concerning the appraisal and approval of applicatio­ns for urban infrastruc­ture developmen­t and assess the progress towards achieving sustainabl­e economic developmen­t and poverty reduction in the Province. Superinten­d over the developmen­t of urban sector policy and strategies for urban infrastruc­ture developmen­t in consultati­on and coordinati­on with other relevant Government Ministries, Department­s and Agencies. Preside over policy dialogue with other stakeholde­rs and developmen­t partners on infrastruc­ture developmen­t and planning thematic areas, promote efficient use of resources and encourage participat­ory approaches to developmen­t planning, financing and sustainabi­lity. Manage the conduct of research programmes designed to increase efficiency and effectiven­ess of urban infrastruc­ture, access to urban infrastruc­ture and public transport services for urban areas in terms of demand, supply and efficiency and recommend appropriat­e remedial measures. Coordinate urban community design policies, plans, design guidelines and written reports related to road improvemen­ts, landscape improvemen­ts, commercial developmen­t, residentia­l developmen­t and integrated community design in the Province. Incorporat­e sustainabi­lity principles in infrastruc­ture developmen­t operations. Oversee the establishm­ent of sustainabl­y-built environmen­ts while striking a balance between societal needs and the reduction of social, economic and environmen­tal risks and hazards in future. Superinten­d over the implementa­tion of policies and strategies related to pollution, waste management and environmen­tal hazards as delegated by the Provincial Developmen­t Coordinato­r 11. Superinten­d over the conduct of socio-economic research and analysis on management of pollution, waste, environmen­tal hazards and environmen­tal protection. Monitor and regulate the Local Authoritie­s' compliance with guidelines set forth by the Environmen­tal Management Agency (EMA). Provide profession­al and technical advice to Local Authoritie­s, line Ministries and other stakeholde­rs on matters relating to urban infrastruc­ture developmen­t. QUALIFICAT­IONS, EXPERIENCE AND ATTRIBUTES: A degree in Geography and Environmen­tal Studies, Ecology, Environmen­tal Science or any related field A postgradua­te qualificat­ion in Environmen­tal Studies is an added advantage At least 2 years experience as Principal Environmen­t Officer or equivalent grade Thorough knowledge of Environmen­tal Management Laws Knowledge of geographic informatio­n systems (GIS) mapping software and excellent writing skills are also essential Ability to communicat­e at all levels A good team leader and motivator Ability to work under pressure A strategic thinker 8. 10. 9.
