Formulate long term sustainable environmental policies on land use planning. Mainstream environmental priorities into local development plans, in particular through urban Infrastructure Development Strategies that work to reconcile urban economic growth with better resource efficiency. Analyse the environmental impacts of proposed construction projects (housing, industrial and transportation projects) and make sure that they meet all environmental regulations and requirements. Review site plans and carry out site inspections so as to investigate potential environmental effects and identify needed changes for future development. Supervise research on International best practices in order to keep abreast with changes in zoning and building codes, environmental regulations and other legal issues. Analyse ways of mitigating the environmental impact of architecture, logistics, systems and other aspects of a development project so as to ensure sustainability of an urban plan. Ensure that sustainably-built environments are created by striking a balance between societal needs, technological adaptation or the general application of appropriate technology; while also aiming to reduce social, economic and environmental risks and hazards in future. Encourage Local Authorities to formulate Local conservation strategies. Ensure a successful urban land use management which leads to both the sustainability of environment and economic development. Incorporate sustainability principles in infrastructure Development operations. Monitor and regulate local authorities' compliance with guidelines set forth by the Environmental Management Agency.(EMA) DUTIES AND RESPONSIBILITIES: 2. 1. Superintend over the implementation of appropriate urban infrastructure development policies and programmes in the Province. Recommend appropriate urban infrastructure policies and programmes to the Provincial Development Coordinator. Review existing policies, procedures and guidelines concerning the appraisal and approval of applications for urban infrastructure development and assess the progress towards achieving sustainable economic development and poverty reduction in the Province. Superintend over the development of urban sector policy and strategies for urban infrastructure development in consultation and coordination with other relevant Government Ministries, Departments and Agencies. Preside over policy dialogue with other stakeholders and development partners on infrastructure development and planning thematic areas, promote efficient use of resources and encourage participatory approaches to development planning, financing and sustainability. Manage the conduct of research programmes designed to increase efficiency and effectiveness of urban infrastructure, access to urban infrastructure and public transport services for urban areas in terms of demand, supply and efficiency and recommend appropriate remedial measures. Coordinate urban community design policies, plans, design guidelines and written reports related to road improvements, landscape improvements, commercial development, residential development and integrated community design in the Province. Incorporate sustainability principles in infrastructure development operations. Oversee the establishment of sustainably-built environments while striking a balance between societal needs and the reduction of social, economic and environmental risks and hazards in future. Superintend over the implementation of policies and strategies related to pollution, waste management and environmental hazards as delegated by the Provincial Development Coordinator 11. Superintend over the conduct of socio-economic research and analysis on management of pollution, waste, environmental hazards and environmental protection. Monitor and regulate the Local Authorities' compliance with guidelines set forth by the Environmental Management Agency (EMA). Provide professional and technical advice to Local Authorities, line Ministries and other stakeholders on matters relating to urban infrastructure development. Duties and Responsibilities: 2. 1. QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES: A degree in Geography and Environmental Studies, Ecology, Environmental Science or any related field A postgraduate qualification in Environmental Studies is an added advantage At least 2 years experience as Principal Environment Officer or equivalent grade Thorough knowledge of Environmental Management Laws Knowledge of geographic information systems (GIS) mapping software and excellent writing skills are also essential Ability to communicate at all levels A good team leader and motivator Ability to work under pressure A strategic thinker 8. 10. 9.
