Duty in for­eign cur­rency must be paid on the im­por­ta­tion of the fol­low­ing items of spec­i­fied tar­iff head­ings: mar­garine, ce­re­als, meat prod­ucts, choco­lates, pasta, agri­cul­tural pro­duce, seats, toi­letries, bev­er­ages, cloth­ing items, lux­ury ve­hi­cles and or­na­men­tal goods. The full list in S.I. 252A of 2018.

What if I bought my goods be­fore 23 Novem­ber 2018 but im­port them af­ter 23 Novem­ber 2018?

The im­porter is re­quired to make an ap­pli­ca­tion for ex­emp­tion from pay­ing the duty in for­eign cur­rency to the re­spec­tive Zimra Re­gional Man­ager for Cus­toms and Ex­cise. The im­porter must sub­mit an ap­pli­ca­tion for ex­emp­tion to the Re­gional Man­ager through the Sta­tion Man­ager of the Port through which the goods were im­ported. The im­porter will then re­ceive a re­sponse from the Re­gional Man­ager through the Sta­tion Man­ager within a rea­son­able time. This is ap­pli­ca­ble between the pe­ri­ods 22 Novem­ber 2018 to 3 Jan­uary 2019.

Are goods un­der de­ten­tion by Zimra be­fore the 23rd af­fected?

Yes, they are af­fected but the im­porter can ap­ply for an ex­emp­tion through the chan­nel high­lighted above.

Do I need to pay for the stor­age charges in forex?

No, stor­age charges can still be paid in lo­cal cur­rency since they are not spec­i­fied on Statu­tory In­stru­ment Num­ber 252A of 2018.
