Interrogate water billing system
City of Mutare water billing system is fraught with irregularities and possible corruption syndicates. Surely, how can I get an average bill of $3 000 only to be handed a $14 000 bill for the month of December only. Even if camels resided at my place I am confident I would not get such an outrageous amount for a home in a high density suburb.
The same guys who gave me this abnormal December bill have given me a $4 000 bill for January, marking a return to normalcy.
When I asked about this abnormality, they insisted that its correct, perhaps there is an underground leakage.
What surprises me now is that the leakage only occurred in December like Christmas and now it’s over!
When residents are reluctant to pay these local authorities, at times it is because of these acts of daylight robbery, thievery and debauchery. — Citizen

Performance contracts way to go
Ministers signing Performance Contracts before the President is an excellent initiative from HE. All Government officials must be made accountable. Accountability is an integral part of the development process. It must be a norm for all civil servants.
