Much of this disaster has to do with bad city planning and management. People are being allowed to build in areas that shouldn’t be built on.

flooding.’ Places like Muzarabani have a perennial flooding problem. Just take a look at the name. Also may I point out that Horton’s infiltration excess flow is not the only cause of flooding, but other causes such as antecedent moisture in the soil, subsurface return and human activities.
