*** Finance Minister Patrick Chinamasa should be aware that there is a minimum workforce size that Government should run on. What minimum number of teachers, soldiers, police, drivers and ministers, etcetera, is required to run Government and at what cost?

Rationalis­ation cannot be done below a certain limit. The best option is to increase production supported by these temporary measures:

1) increase retirement age by about five years, 2) lower salaries by at least a quarter, 3) most new employees like teachers and nurses should be on contract at salaries of say US$300 per month,

4) Reduce the minimum wage to about US$50 per month.

These temporary measures can then be removed when production has improved to acceptable levels. In addition, Government must work towards introducin­g the Zimbabwe dollar in the shortest possible time to make our exports competitiv­e. - Goto.
