Perm Secs working hard to make Vision 2030 real

Pr e s ident M n a ng a g wa o ffi cially launched performanc­e contracts for permanent secretarie­s for the fiscal year 2021 as part of a system that has been introduced by Government to create robust public sector institutio­ns and leadership. One year later, four Permanent Secretarie­s are being honoured for rising above the challengea­ndexceedin­g theirsetgo­als.

The imp r o v ed p r od u c t i v i ty that government is experienci­ng as a result of the performanc­e contracts will have ripple

effects inthe country including the private sector. Non-government organizati­ons need to take a leaf from what government has done to improve productivi­ty in their

organizati­on forthe benefit of our people. These contracts will also help organizati­ons to identify under-performing individual­s. Performanc­e contracts fortheir CEOs will be a game changer for theseorgan­izations. The implementa­tion of the Performanc­e Contracts has brought a fresh vigour to the ministries and a drive to achieve the set targets.

P e r fo r ma n ce app r ai s al invol v es planning, encouragin­g and evaluating employees' contributi­ons to the public sector's performanc­e. It can be one of the most powerful tools to generate a more responsive civil service.

The contracts aim to foster a highperfor­mance culture among office bearers to

e n ha n ce accountabi­lity and g ood governance. This developmen­t follows government's commitment to making public results of the performanc­e of Government officials as a way of ensuring transparen­cy.

His excellency the president of the Rep u blic of Z imbabwe, Dr E. D. Mnangagwa, is making a clear statement that“it's a new day” with the coming in of the new dispensati­on and poor performanc­e will be identified and dealt with, while good performanc­e will be recognized and rewarded.He is also saying he wants to see

hi s g o v e rnment becoming mo re accountabl­e to the people it's meant to serve. Heis instilling a new discipline­andintegri­ty in the way government does business. This is a major lesson for our young people. It teaches accountabi­lity and value of hard work.
