David Albert Collins, 27, of the 600 block of Glasgow Street, was sentenced in Montgomery County Court to 161 days already served to 23 months in jail after he pleaded guilty to a misdemeanor charge of indecent assault of a person under 16 in connection with an October 2022 incident.
Judge Wendy G. Rothstein, who accepted a plea agreement in the case, said Collins must undergo a psychosexual evaluation and comply with all recommendations for treatment. Collins will be evaluated for sex offender supervision.
Additionally, Collins faces a 25-year requirement to report his address to state police in order to comply with Pennsylvania’s Sexual Offender Registration and Notification Act, previously known as Megan’s Law.
The judge ordered Collins to have no contact with the victim and her family.
At the time of the assault, Collins knew the girl’s family and the girl was in his company at a Royersford residence.
The investigation began in February 2023 when the victim’s mother reported to police that she had learned that Collins had indecent contact with her daughter in October 2022, according to court documents filed by Royersford Police Officer David Taylor.
When police interviewed the underage girl, she reported that Collins forced her to touch his genitals and that he touched her in an indecent manner while she was in his company at a residence in Royersford, according to the criminal complaint.
Assistant District Attorney Bradley Walter Deckel handled the prosecution. Defense lawyer Craig Thomas Hosay represented Collins during the court proceedings.
Other charges of unlawful contact with a minor, corruption of a minor and endangering the welfare of a child were dismissed against Collins as part of the plea agreement.
