Editor’s Note:

The third volume of Xi Jinping: The Governance of China has been published by the Foreign Languages Press in both Chinese and English. The newly-published volume is a collection of 92 articles, including speeches, conversations, instructions, and letters of Xi, general secretary of the Communist Party of China Central Committee, between October 18, 2017 and January 13, 2020.

The third volume records the practices of the CPC Central Committee with Comrade Xi Jinping at the core in uniting and leading the whole Party and Chinese people of all ethnic groups to make new and major progresses in various undertakings of the Party and country since the 19th CPC National Congress. It is an authoritative work that fully and systematically reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

To help our readers better understand key points of the book, our column, by zooming in on a specific topic for each issue, presents bilingual excerpts of the book. Echoing our special reports, our column in this issue focuses on science and innovation.

To achieve prosperity and rejuvenation, China must dedicate itself to advancing science and technology, and become a major world center for science and innovation. We are closer to the goal of rejuvenating the Chinese nation than at any time in history, so the need to build China into a world leader in science and technology is more urgent than ever.

我们要把握数字化、网络化、智能化融合发展的契机，以信息化、智能化为杠杆培育新动能。要突出先导性和支柱性，优先培育和大力发展一批战略性新兴产业集群，构建产业体系新支柱。要推进互联网、大数据、人工智能同实体经济深度融合，做大做强数字经济。

We need to grasp the opportunity brought about by the integration of information, Internet, and smart technologies, and leverage information and smart technologies to grow new driving forces for the economy. Due to their leading and buttressing role, priority will be given to developing clusters of emerging industries of strategic importance, and setting up new industrial pillars. We will fully integrate the Internet, big data, and artificial intelligence with the real economy, and expand and strengthen the digital economy.

要强化战略导向和目标引导，强化科技创新体系能力，加快构筑支撑高端引领的先发优势，加强对关系根本和全局的科学问题的研究部署，在关键领域、卡脖子的地方下功夫，集合精锐力量，作出战略性安排，尽早取得突破，力争实现我们整体科技水平从跟跑向并行、领跑的战略性转变，在重要科技领域成为领跑者，在新兴前沿交叉领域成为开拓者，创造更多竞争优势。要把满足人民对美好生活的向往作为科技创新的落脚点，把惠民、利民、富民、改善民生作为科技创新的重要方向。

We need to better guide the development of science and technology by devising strategies and setting specific goals, improve our innovation system and capacity, accelerate the

process of creating first-mover advantage that can support leading-edge development, devote greater efforts to planning and studying scientific issues of fundamental and overall importance, focus prime resources, and make strategic plans to achieve rapid breakthroughs in key area and on specific problems that have hindered us. We will strive to catch up with and eventually surpass advanced countries in overall science and technology, lead the pack in key areas, and become a pioneer in emerging frontier and interdisciplinary areas, to create more competitive strength. We should take the people’s desire for a better life as the goal of scientific and technological innovation, and steer our innovations towards benefiting and enriching the people and improving their living standards.

推进自主创新，最紧迫的是要破除体制机制障碍，最大限度解放和激发科技作为第一生产力所蕴藏的巨大潜能。围绕这些重点任务，这些年来，我们大力推进科技体制改革，科技体制改革全面发力、多点突破、纵深发展，科技体制改革主题架构已经确立，重要领域和关键环节改革取得实质性突破。

The most urgent priority for stimulating independent innovation is to remove institutional barriers and fully unleash the huge potential of science and technology as the primary productive forces. To complete these priority tasks, we have promoted institutional reform in science and technology for years. We have made an all-out effort in this reform and achieved breakthroughs on various fronts.
