Make a hotspot

Press D to set the palette colours to black and white, and make sure white is the foreground colour. Create another Gradient Adjustment Layer; this time it will already be white in the Gradient Fill window. Set Style to Radial and Scale to 90%, tick Dither and Align With Layer, and move the gradient into position. Leave the Blend Mode as Normal.
